Oregon Measure 9 FAILS - (November 2000) - This Measure sought to prohibit public schools from instructing on behaviors relating to homosexuality and bisexuality in a manner that encourages, promotes or sanctions such behaviors, providing sanctions for noncompliance by any public elementary or secondary school or by any community college, including loss of all or part of state funding.
